The method comprises the steps that after N BGP messages which are transmitted by a transmission device in a packet mode are received, the N BGP messages are processed, wherein N is a natural number which is smaller than or equal to the preset speed for the device to process the BGP messages and larger than or equal to one; the unprocessed BGP messages in the N BGP messages are counted; when the number of the unprocessed BGP messages is reduced to a threshold value and no BGP messages without routing information transmitted by the transmission deviceare received, idle messages are transmitted to the transmission device, and thus the transmission device can continuously transmit BGP messages to the device; the BGP messages without routing information are transmitted by the transmission device after the transmission device transmits the BGP messages needing to be transmitted to the receiving device.
