The system comprises a reference pressure device, wherein the reference pressure device is installed at the terminal pipeline, and used for enabling the pipeline to be located under the atmospheric pressure state; a control device, for starting the reference pressure device and closing electrically operated valves at two sides of the failure point while the failure of the pipeline is monitored, and closing the reference pressure device after cutting the failure point; and a system water supply pool, for supplying the water to the pipeline while the pipeline lacks the water internally or after the failure point is repaired.
