In the embodiment of the invention, the user behavior is determined according to the extracted keywords in the question which is consulted by the user and the historical access data of the user, whether the user carries out the business consultation or not is identified, the identified result is used as the basis of answering the question which is consulted by the user, the generated answer conforms to the user behavior, and the flexibility and accuracy of the automatic question and answer system are improved.
