Abstract

The invention relates to water resource management and provides a regional water source allocation bi-level decision-making optimization method based on water right. Firstly, a system obtains the fuzzy random variables of related uncertain factors. Secondly, the system conducts fuzzy number conversion on the fuzzy random variables and expectation on fuzzy numbers. Thirdly, the system obtains the objective functions and the constraint conditions of the upper / lower level according to the expectation value and the decision variables of the upper / lower level. Fourthly, the system obtains bi-level planning global models of the regional water resource allocation based on the water right according to the calculation of the objective functions and the constraint conditions of the upper / lower level. Lastly, the system converts the bi-level planning global models into a single-level planning function and gets solution from the function. Through the adoption of a bi-level decision-making optimization technique combined with an interaction fuzzy planning under an uncertain environment and a method of a genetic algorithm based on selection of the entropy-Boltzmann, solution can be conducted so that the optimization calculation is simple and accurate.
