Disclosed are a cell access method and device, comprising: a terminal device receives system information comprising residence risk identification and measurement information transmitted by a serving cell where the terminal device resides, and determines that the serving cell is a serving cell vulnerable to lake effect according to the residence risk identification of the cell, and detecting the signal quality of the serving cell according to the measurement information; utilizing the obtained signal quality information to determine whether lake effect currently occurs on the terminal device, and accessing the serving cell when determining that no lake effect currently occurs. Before accessing a serving cell, a terminal device determines whether lake effect occurs, so as to effectively allowing the terminal device within the coverage of the serving cell to access the base station device successfully, while timely identifying the terminal devices residing outside the coverage of the serving cell due to the lake effect and prohibiting access of the terminal devices to the serving cell, thus effectively avoiding access failure of terminal devices caused by lake effect.
