One specific embodiment of the method comprises the steps as follows: periodically calculating the whole network average link use ratio of a network when the network is in a total power dissipation mode or a transition mode in preset network modes; judging whether or not the network meets the condition that the whole network average link use ratio obtained by calculation is lower than a preset threshold value and the network is not congested after each time of calculation of the whole network average link use ratio; and controlling the network to enter a low-power dissipation mode in the preset network modes if the network meets the condition, wherein all links in the network are in an activated state under the total power dissipation mode, and partial links in the links allowing hibernation in the network calculated according to a preset hibernation algorithm are in a hibernation state under the transition mode, and all the links allowing hibernation are in the hibernation state under the low-power dissipation mode.
