The system comprises the upper-grade operation monitoring system, a communication server in the station-grade operation monitoring system, a data server and a charging facility communication module, wherein the station-grade operation monitoring system is internally provided with a data forwarding server, and the data forwarding server is provided with the data forwarding module and the configuration library.
