The method comprises steps that a one's own switching message and a business characteristic type of initial user equipment are broadcasted, surrounding user equipment acquires the message and identifies a DPI (depth packet inspection) unit of an entity through one's own business characteristics to acquire the one's own business characteristic type, if the business characteristics and use characteristics of the initial user equipment are identical in types, a switching adding request is emitted, after confirmation of a present access router and/or a target district access router, adding to the switching process of the initial user equipment is carried out. According to the method, in combination with communication business continuity guarantee development requirements in the 5G network, on the condition that the present access router and/or the target district access router employs same processing modes for same business characteristics, e.g., equal bandwidth distribution, an improvement method is provided for small district users, generation of control signaling is reduced, and user QoS is improved.
