The method comprises the following steps: acquiring the buffer lengths of video stream fragments detected at at least two detection moments in a buffer area of a client; determining the current amount of network bandwidth control of the client according to the at least two buffer lengths and a preset buffer length target value; determining the quality level of a video stream fragment to be transmitted in a server according to the amount of network bandwidth control; and sending an adjustment request carrying the quality level to the server to enable the server to transmit the video stream fragment to be transmitted to the client at a transmission rate corresponding to the quality level. The change in network bandwidth of the client is estimated according to the multiple buffer lengths obtained through detection, and the quality level of a subsequent video stream fragment is determined on the basis, so that the determined quality level can avoid the time-varying effect of bandwidth change effectively, frequent quality level adjustment is not caused, and the quality of video transmission is ensured.
