The apparatus comprises a weighting unit which is used for allocating a weighted value for at least one block of the plurality of blocks of a corresponding frame in consideration of a horizontal spatial component of the block within the frame, a vertical spatial component of the block within the frame and a time component of the block within the frame; and a determination unit for determining whether at least one block of the plurality of blocks based on the assigned weighting value and a threshold value has a moving object. By determining the weight value, taking into account three dimensions, an accurate and efficient determination of moving objects can be performed.
