The water turbine comprises a turbine shell, a water wheel and a speed reducer, wherein the water wheel is arranged in the turbine shell, the speed reducer is connected to the water wheel and comprises an input shaft and an output shaft, the input shaft is provided with an input gear and is connected with the water wheel, and the output shaft is provided with an output gear and is connected with the input gear of the input shaft; a gear frame is arranged between the input shaft and the output shaft, two parallel transmission gear sets are arranged on the gear frame, and a gear set lifting device is arranged at the top end of the gear frame; and one transmission gear set comprises a first transmission gear, and the other transmission gear set comprises a second transmission gear and a third transmission gear which are mutually meshed. The water turbine is simple in structure, and by virtue of change of odd and even numbers of the transmission gears, the steering change of the output shaft of the water turbine is changed, so that the purpose of deicing through backflushing of a water-power recycling cooling tower is achieved.
