The fluorine containing polymer concentrated dispersion liquid can be used for the process of producing the fluorine polymer through a water-phase dispersion polymerization process, and the uncontrollable molecular weight caused by a surfactant chain transfer reaction is avoided when the fluorine containing polymer concentrated dispersion liquid is especially used for TFE, TFE/HFP, TFE/PPVE and TFE/ethylene polymerization reactions; the surfactant can be used as a substitute for PFOA or one of substitute components and used for water-phase dispersion polymerization of the fluorine containing polymer, and no gel is formed by polymerized emulsion.
