The method comprises the steps as follows: first F-UE (Fog computing-User Equipment) generates a service request, and the first F-UE responds to the service request; the service request is sent to a first F-AP (Fog computing-Access Point) if the F-UE itself cannot respond to the service request; the first F-AP instructs other F-UE connected with the first F-AP to respond to the service request; the first F-AP itself responds to the service request if other F-UE cannot respond to the service request; the service request is sent to a centralized processing center if the first F-AP itself still fails to respond to the service request; the centralized processing center instructs other F-AP connected with the centralized processing center to respond to the service request; data service is obtained from a large-scale centralized cache to respond to the service request if other F-AP cannot respond to the service request; data service is obtained from a data center to respond to the service request if the data service obtained from large-scale centralized cache still cannot respond to the service request.
