The control system comprises a retractable arm, wherein the retractable arm is provided with an angle adjusting mechanism; and the manipulator is arranged on a retractable end of the retractable arm. The control system further comprises a controller, a laser distance measuring instrument and a laser speed measuring instrument. The control method comprises the following steps: (1) inputting a speed value and a distance value which are preset in the controller at first, and then enabling the manipulator to move at constant speed according to the preset speed; (2) when the manipulator moves, acquiring a distance value of the manipulator by using the laser distance measuring instrument, and transmitting the distance value into a distance value collecting module; (3) meanwhile, acquiring a manipulator movement speed value by using the laser speed measuring instrument, and transmitting the speed value into a speed parameter collecting module; and (4) comparing by using a comparing module.
