A signal generation circuit and a signal generation method are disclosed, wherein the signal generation circuit comprises a time sequence controller and a level shifter being electrically conencted to the time sequence controller. The time sequence controller generates a time pulse signal and a control signal. The level shifter receives the time pulse signal and the control signal. In addition, the level shifter, according to the time pulse signal and the control signal, outputs a high-level signal in a first polarity time in a period, and locally increasing the high-level signal; and then outputs a low-level signal in a second polarity time in the period according to the time pulse signal and the control signal, and locally decreasing the low-level signal.
