According to the device of the invention, seismic isolation is achieved through lifting and dropping percussion of the vacillation percussion energy-dissipation block, structural deformation is concentrated in the seismic isolation system so as to reduce or even avoid damage on a main structure. Vacillation will not occur under effect of wind load or small seisms, which satisfies normal usage of buildings.
