A server is electrically connected with a wireless transmission module; the wireless transmission module is in signal connection to an early warning substation; the early warning substation is electrically connected with a plurality of loudspeakers; the server is electrically connected with a database; the early warning substation is electrically connected with a storage battery; a central controller is electrically connected with a data integration module; the data integration module is electrically connected with a data transmission circuit; the data transmission circuit is electrically connected to the central controller and is in signal connection to a wireless transmission module; the central controller is electrically connected with a storage device and an acquisition module; and the acquisition module is electrically connected with a water level sensing module, a rainfall sensor module and a wind power and wind speed sensing module.
