The composite spectrum auction method comprises the following steps: S10, constructing a dual-system composite spectrum auction model adopting dynamic time division duplex and small cells; S20, performing spectrum auction; S21, performing static period auction on a long-term stably-needed spectrum party; S22, performing dynamic online auction on a temporary urgently-needed spectrum party; and S30, performing idle spectrum matching between intelligent terminals in small cell equipment, and applying an obtained idle spectrum to a wireless intelligent terminal by using a dynamic time division duplex technology. By adopting an auction mode consisting of static period auction and dynamic online auction, the method of the present invention not only satisfies optimal matching between a small cell and a spectrum, but also solves the problem that a seller needs to access the spectrum at any time.
