The method comprises the steps: obtaining the license plate number of a vehicle leaving the parking lot through the license plate number collection equipment at the exit; obtaining the entering time corresponding to the license plate number information according to the license plate number, and calculating the parking fee of the vehicle leaving the parking lot according to the entering time, the current time and a preset charging rule; receiving a payment request triggered by a user through employing an intelligent terminal to scan the first preset two-dimensional code, and transmitting the parking fee information to the intelligent terminal so that the user completes the payment. The invention also discloses a charging device for the parking lot.
