The implementation method comprises the following steps that on the basis of an access server, the access server is connected into a local area network by a WIFI module so as to communicate with an intelligent mobile terminal accessed into the local area network; the level of a requester is identified by an identification number of the intelligent mobile terminal, and if the identification number is from the intelligent mobile terminal of an administrator, an access lock is controlled for locking and unlocking by comparing whether a password inputted by the requester is consistent to a stored access password of the administrator; if the identification number is from the intelligent mobile terminal of an internal personnel, the access lock is controlled for locking and unlocking by comparing whether an answer of a question is consistent to a stored standard answer; and if the identification number is from the intelligent mobile terminal of an external personnel, the access lock is controlled for locking and unlocking by collection of image information and voice information of the requester and confirmation of the internal personnel the requester wants to make an appointment with.
