The method comprises the following steps: groove excavation: a groove for arranging a waterproof film and a drainage trench is excavated beside a road; and the groove is of a rectangular structure provided with a top plane, a side vertical surface and a bottom plane, wherein the top plane approaches a roadbed of the road, and is lower than the surface of the road; arrangement of a waterproof device: the waterproof film is paved in the groove; one part of the waterproof film is bonded on the side vertical surface to form a vertical section; and the other part of the waterproof film is bonded on the bottom plane to form a horizontal section; backfilling: the groove is filled with soil to shield the waterproof film; and a part for placing the drainage trench is reserved; and construction of the drainage trench: the drainage trench is arranged at the reserved part; a gap is leveled; and the soil is compacted.
