The method comprises the following steps: 1) putting rose essential oil, a gastrodia elata extract, an angelica sinensis extract, coix seed powder, a bredia microphylla extract, lucid ganoderma powder and a cucumber extract into water in sequence, continuously stirring, and uniformly mixing so as to obtain blended water; 2) putting the blended water into a fermentation tank, keeping the temperature at 40-50 DEG C in the fermentation process, and stirring once every other three hours; 3) after 72 hours of fermentation, collecting a fermentation liquid, feeding the fermentation liquid into a production line, performing sub-packaging, and continuously stirring the fermentation liquid in the sealing process;and 4) completing sub-packaging, thereby obtaining the detoxifying and beautifying cosmetic.
