The system comprises a photographing device which is used for photographing an image comprising a to-be-tracked target and a to-be-identified object; a control system which is used for comparing face features of the to-be-tracked target and the to-be-identified object and sending out a tracking instruction to control the handheld holder to track the target; and the handheld holder which is used for moving the photographing device in different directions according to the tracking instruction, thereby keeping the to-be-tracked target at the middle position of the image. The target identification is carried out on a plurality of areas through utilization of a camera and the handheld holder has target identification and target tracking functions.
