The method comprises the following steps: acquiring currently collected video data, anddetermining the current collection frame rate of the video data; comparing the current collection frame rate with the collection frame rate of the last time slot; and adjusting the code rate for encoding the video data if the current collection frame rate is different from the collection frame rate of the last time slot.
