In the embodiment of the invention, the UE capability of a mobile terminal is defined, that is, apaging cycle of monitoring a paging message can be adjusted in a standby state, so that when the mobile terminal supports the capability of adjusting the paging cycle in the standby state, the mobileterminal can select to prolong the paging cycle of monitoring the paging message, thereby reducing the monitoring times within the same time and achieving the purpose of reducing the power consumption.
