The system comprises an LNG gasification loop, an ORC power generation loop and an industrial waste heat loop. Cold energy in the LNG gasification loop and heat energy in the industrial waste heat loop are utilized in the ORCpower generation loop, and a bypass loop is arranged in the ORC power generation loop to ensure safety high-efficiency running of an expansion machine.
