The finned tubular heat exchanger comprises a heat exchange component, a first end cover and a second end cover, wherein the first end cover and the second end cover are correspondingly used for covering the two end parts of the heat exchange component; the heat exchange component comprises a heat exchange tube and a plurality of heat exchange plates; the heat exchange tube adopts a water path system which forms a cylindrical shape by integrated molding and bending; all heat exchange plates are arranged on the water path system in a spaced and sleeving manner along a center shaft of the water path system; the water path system comprises a plurality of tube units which are connected in sequence; each tube unit comprises a first straight tube section, a first bent tube section, a second straight tube section and a second bent tube section which are connected in sequence; each first straight tube section is connected to the second bent tube section of the adjacent tube unit; all first straight tube sections form an outer layer heat exchange structure of the water path system; and all second straight tube sections form an inner layer heat exchange structure of the water path system.
