The method adopts a fixing bed catalytic distillation tower to gradually remove chlorine on the hexachlorobenzene in a sectional catalytic hydrogenation manner, the hexachlorobenzene and hydrogen enter from the bottom of the fixing bed catalytic distillation tower, and preform a dechlorination reaction through a catalyst bed layer. As the boiling point of the generated product is gradually reduced, the product moves upwards and exits from the top of the tower.
