The method comprise the steps that a model test block is prepared, a hole is drilledin the model test block for containing the explosive, a recycling net is placed below to collect blasted fragments, and the model test block is placed in a water medium blasting container; the watermedium blasting container is used for manufacturing different water depth conditions, each water depth corresponds to multiple groups of different explosive unit consumptions, and the blasting experiment is performed separately; the recycling net recycles the blasted fragments, the blasted fragment degree is divided into a small fragment interval, a medium fragment interval and a large fragment interval, and respective occupancy rates are calculated to determine the optimal unit consumption; and the experimental data is analyzed to build the functional relation among the water depth, the blasted fragment degree and the optimal unit consumption, and the correction factor in the formula is determined based on the Swedish explosive unit consumption calculation formula q=x*q1+q2+q3+q4.
