The method comprises the steps that a hybrid energy storage model of the hybrid energy storage system is established, wherein the hybrid energy storage system comprises functional energy storage and energy type energy storage; the photovoltaic output power and the main frequency rangeare determined according to photovoltaic output data; a plurality of filtering time constants are selected within the main frequency range, and a power fluctuation rate is determined; a confidence degree corresponding to each filtering time constant is determined according to the power fluctuation rate; and according to the filtering time constants and the confidence degrees, the total power andthe capacity of the hybrid energy storage system and the total power and capacity of the functional energy storage and energy type energy storage in the hybrid energy storage system are determined byutilizing the hybrid energy storage model. According to the method, the charge and discharge energy balance of the energy type and power type two-class energy storage systems is taken as a constraint,and the filtering time constants are added to serve as a key variable, so that the characteristics of the two types of batteries are complementary, and the energy storage smooth distributed photovoltaic output fluctuation can be configured according to project requirements.
