The embodiment of the invention provides a paging method and device, and the method comprises the steps: when an MEC server receives a communication data packet sent by a local service server, inquiring the downlink bearing information of a terminal connected with the MEC server; if the query fails, returning a query failure message to the local service server; the local service server being usedfor searching the IMSI of the terminal according to the query failure message and sending a paging request carrying the IMSI to the MEC server; receiving the paging request; generating a paging message based on the paging request; and adopting the paging message to initiate paging to the terminal. According to the embodiment of the invention, even if the terminal is in the RRC idle state, paging of the terminal can be realized through the IMSI of the terminal, and the called process is completed.
