Abstract

The present invention relates to a congestion control method for a messaging system having a plurality of scanning selective call receivers with roaming capability comprises the steps of storing a priority value assigned to at least one of the identifiers for at least one of the plurality of scanning selective call receivers in a subscriber database at a home input terminal and matching the at least one identifier with at least one of the identifiers on the available communication resources found at the output controller terminal providing an identifier with a highest priority value. Then, the associated message is transmitted on the available communication resource having the identifier with the highest priority value if no congestion is detected on the communication resource and otherwise listing the communication resource on a communication resource congestion control list if the communication resource is deemed congested.
