The method comprises the following steps: establishing a model of a downlink cloud task of issuing an award R to an edge node i by a cloud node; defining the utility-ui of the edge node i and the utility u0 of the cloud node; establishing a Stackelberg game model for simulating an excitation mechanism; defining a Stackelberg equilibrium SE, an optimal resource strategy ci * and an optimal reward strategy based on the utility ui of the edge node i, the utility u0 of thecloud node and the Stackelberg game model; obtaining an effective algorithm obtained according to the Stackelberg equilibrium SE, the optimal resource strategy ci * and the optimal reward strategy inthe dynamic environment; establishing a model for reconstructing a downlink cloud task according to an effective algorithm; and executing cloud service downlink by utilizing the model for reconstructing the downlink cloud task.
