The system comprises a plate-type evaporator, a plate-type preheater, an expansion machine, an electric generator, a condenser, a working medium storage tank and a working medium pump. The plate-type evaporator comprises an upper partition board, a lower partition board and multiple heat transmission sheets. A heat source flow channel A, a heat source flow channel B, an organic working medium outlet C and an organic working medium flow channel C are formed by the upper partition board, the lower partition board and the multiple heat transmission sheets. The plate-type preheater is the same as the plate-type evaporator in structure.
