The method comprises the steps that a session management network element obtains parameter information, and initiates thebuilding of a dedicated tunnel between a first communication device and a second communication device, wherein the parameter information is used for reporting user plane information when the session management network element indicates that the first communication device satisfies a reporting condition; the session management network element sends a first rule to the first communication device according to the parameter information, and the first rule is used for indicating the first communication device to send a message to the second communication device through the special tunnel when the reporting condition is met. By adopting the method, the session management network element can indicate the first communication device to send the message to the second communication device through thespecial tunnel when the first communication device meets the reporting condition through the first rule. Therefore, the second communication device can determine the report of the user plane information only by detecting whether to receive the message from the special tunnel, so that the logic function of the second communication device can be simplified.
