The method comprises the following steps: obtaining a data task request of a target terminal; in response to the fact that target data corresponding to the data task request is long data, sending a first message to a first gateway to which the target terminal belongs, so that the first gateway notifies the target terminal to switch from a short data receiving mode to a long data receiving mode before the agreed time according to the first message; and sending a second message to a second gateway, so that the second gateway starts a long data receiving mode before the agreed time according to the second message, receives long data issued by the server, and forwards the long data to the target terminal when the agreed time arrives, wherein the short data is data which can be transmitted between the terminal and the gateway in a preset working time slot, and the long data comprises data which cannot be transmitted between the terminal and the gateway in the preset working time slot.
