The sea wave height condition is transmitted to the shore-based control center through a cable; the seabed observation platform comprises a platform main body, an observation instrument and an underwater image acquisition unit, the platform main body is arranged underwater, and underwater ocean parameter information is acquired through the observation instrument and the underwater image acquisition unit; and the shore-based control center is used for analyzing parameters acquired by the observation instrument and the sea wave monitoring unit and realizing a series of later-stage extended functions such as data release and information integration.
