The obstacle potential field is a risk potential field in which the risk value is maximum at the location of the target and becomes smaller as the distance from the target. The search range is a range between the position of the target and a position separated from the target by a predetermined gap. A minimum point (valley) of the risk potential field is searched in the search range. Deceleration control is performed on the basis of the positional relationship between the minimum point and the target. When there are a plurality of minimum points in the search range, the minimum point closest to the target is selected.
