Abstract

A forefront hook 13 of the tensile coil spring 10 for high speed operation is engaged with a spring engaging arm 5 without a play, and the base end hook 14 of the same spring 10 is engaged with a speed adjusting lever 6 with a play to allow idling only in a certain range. A spring engaging pin 16 is attached fast to the lever. The base end hook 14 is formed in a long circle which is longer in the spring expanding / contracting direction. The shorter axis diameter 17 of the hook 14 is made approximately identical to the winding diameter 18 of the base end hook 12. The two base end hooks 12 and 14 are put parallel with each other and engaged with the spring engaging pin.
