Abstract

The high-speed tension coil spring (10) has a hook (13) at its front end and a hook (14) at its bottom end. The hook engages the spring engaging arm (5) and thus becomes inactive. The hook (14) engages the speed control lever (6) so that it can only move within a predetermined range. A spring engaging pin (16) is secured to the speed control lever.
