Accordingly, the upper wedge (57) is raised, and the pipe pallet (21) is pushed up by the upper plate (48). When the force (F) is further applied continuously, a part of the weight (W) of the pipe pallet (21) is transmitted, as a weight (W1), to a platform (18) through the skid (19). Since a frictional force (F1 + F2) acting on the pipe pallet (21) and the skid (19) is reduced less than an initial frictional force (F0) when the coefficient of friction of the lower plate (47) is reduced, the pipe pallet (21) can be carried more easily.
