The invention relates to a multi-function plastic writing paper board and a manufacturing method thereof, belonging to the field of writing or drawing instruments. The manufacturing method comprises the following steps: abrading the surface layer at one side or both sides of plastic paper or a plastic paper board to form an abraded layer, washing with water, removing dust on the surface layer, and airing for later use; spraying a layer of adhesive on one side of the abraded layer; or printing writing grids or patterns on the abraded layer before spraying a layer of adhesive; and spraying a layer or two layers rock powder-mixed adhesive on the abraded layer, and then spraying a development layer; or directly spraying a development layer on the adhesive layer. Thinner materials can be manufactured into plastic writing paper, thicker materials can be manufactured into plastic writing board, and the manufacturing method can also be used for manufacturing various multipurpose learning tools which are used for writing and combines the functions of other learning stationery.
