The method constructs a streaming-media system firstly according to the system construction method in a node and resource organization and management method; user nodes join or depart from the streaming-media system according to a node joining or departing strategy. After running for a period of time, the system appears hotspot resources centralized by user requirements; the system processes the hotspot resources with a hotspot resource processing method to keep a balance of load of the system.
