The method includes: smoothening and hardening earth and sand; forming an horizontal embankment layer on the hardened earth and sand by arranging embankment units in parallel where each embankment unit is surrounded by a plurality of first wires; connecting the first wires of adjacent embankment units using a coupling member; stacking a plurality ofhorizontal embankment layers; tying the stacked horizontal embankment layers using a second wire; and connecting the first wire and the second wire using the coupling member.
