Particularly the method comprises the following steps: firstly establishing a building chart of spectrum allocation; then moving the moving point on the established building chart, wherein each moving step of the moving point on the building chart is corresponding with the action forallocating the idle spectrum to the secondary subscriber; then obtaining the state transition probability regulation of the moving point for moving according to the pheromone obtained by moving the moving point on the building chart; wherein, the moving point moves to the next state on the building chart according to the state transition probability regulation. When the moving point traverses thebuilding map for one time, the state transition path representing the spectrum allocation plan can be obtained. Thus each secondary subscriber can be allocated to a most matching idle frequency band with a minimum expense thereby increasing the use ratio of the wireless spectrum of the system.
