A static vortex of the vortex compressor is provided with an unloading hole; a slide ring which can move up and down is nested on a cylindrical lug boss of the upper part of the static vortex; the upper surface of the slide ring is contacted with the lower surface of a high-low pressure clapboard; a reset ring and an unloading hole sealing piece are arranged between the slide ring and the static vortex; the reset ring is arranged in a counter bored hole of the upper part of the static vortex; and the unloading hole sealing piece is arranged on the counter bored hole corresponding to the unloading hole at the upper part of the static vortex. The design method comprises the steps of determining pressure different setting value and calculating the size, the rigidity and the amount of the reset ring according to design requirements of the vortex compressor.
