The polystyrene thermal insulation layer (2) is formed by buckling at least two cambered plates (5) made of the polystyrene on a foaming hot press forming machine and having a radius identical to an outer diameter of the steel tube (1). The outside of the polystyrene thermal insulation layer (2) is sleeved by the waterproof protective tube (4), and a gap is reserved therebetween.
