The invention discloses a method and a system for establishing a radio bearer for a multimedia broadcast multicast service (MBMS) bearer service, a radio access controller and a broadcast multicast-service center (BM-SC), and belongs to the technical field of mobile communication. The method comprises the following steps of: receiving an MBMS session starting request message of establishing the MBMS bearer service, wherein the MBMS session starting request message comprises MBMS user service information; and according to the MBMS user service information, establishing the radio bearer for the MBMS bearer service requested to be established. The radio access controller comprises a receiving module and an establishing module. The BM-SC comprises an extension module and a sending module. The system comprises the radio access controller. In the invention, a radio access network can allocate proper radio idle resource, so that the utilization ratio of the radio idle resource is improved and the requirement on terminals is reduced.
