The system comprises a main test control and protocol stack management platform, a general-purpose underlying simulation instrument and an antenna transmission module, wherein the main test control and protocol stack management platform comprises a general-purpose main test control module and a protocol stack substitution and adaptation module, the general-purpose underlying simulation instrument is used for carrying out the function of the physical layer and the switching between baseband signals and radio frequency signals, and the antenna transmission module is used for transmitting radio frequency signals and receiving radio frequency signals coming from a tested terminal. Based on the invention, the interoperability test on different network devices and terminals can be simulated as long as the protocol stacks in different network devices are changed, as a result, the network side hardware devices of different manufacturers do not need to be purchased any more, but each network device manufacturer provides a corresponding protocol stack, consequently, the interoperability test cost can be greatly decreased, and the difficulty in implementing the interoperability test can be reduced.
