The method for reconfiguring the scan chains comprises a first stage reconfiguration and a second stage reconfiguration. The first stage reconfiguration comprises the step of: firstly classifying a plurality of scan chains first, wherein the scan chains with starting and terminating points in the same planning group are scanned in a first scan chain set while the scan chains with the starting and terminating points not in the same planning group are scanned in a second scan chain set; and the scan chains with the starting and terminating points in a top layer are scanned in a third scan chain set; and then reconfiguring the scan chains in the first scan chain set in sequence first, then reconfiguring the scan chains in the third scan chain set finally. By the method and the device for reconfiguring the scan chains, the starting and terminating point position information of the scan chains is taken into consideration from the global perspective so that the scan chains penetrate through the planning groups as less as possible, thereby greatly reducing the ports on the planning groups and connecting lines among the planning groups and lowering the requirements on resources and the difficulty of subsequent design.
